Rats are seen far too often on the streets and in the parks of our City. They roam quite boldly at night, sampling the fare in plastic garbage bags that provide little resistance to their incursions. Water bugs, roaches, weevils and now bedbugs join to challenge New Yorkers’ quiet enjoyment of our homes. Cooperatives and condominiums have charged staff and management with the challenging task of keeping their buildings safe from these pests. Property manager Ellen Kornfeld will lead a session where experts will provide sound advice on ways to protect your building. For most of people, the purchase of a cooperative or condominium unit is a big step and a big investment. This requires careful planning, an organized search, and a careful investigation of the unit and its surroundings before an offer to purchase is made. Easily said, but not always easily done. Sometimes, the thought of losing a 'dream apartment' can cause people to spend far more than is prudent or to set aside other requisites they had set as to location, size of building, available amenities. Seduced by a spectacular view, an individual may temporarily overcome his fear of elevators only to find himself taking the stairs to a 26th floor apartment. Or, failing to understand that a self-managed building requires participation by all residents, an individual unwilling to 'chip in' may soon become a pariah. Attorney Arthur I. Weinstein, who is vice president of CNYC and home inspector James Heller will present cogent advice to the prudent purchaser regarding the organizing of priorities, the reliance on qualified professionals to evaluate the physical structure of the apartment and the building in which it is located, the financial history of the building, the corporate records as reflected in minutes of board meetings. In this two-session seminar Attorney Marc Luxemburg and property manager Gregory Carlson will help directors understand all aspects of operating a cooperative and the diverse responsibilities of board members. Participants are encouraged to bring their Proprietary Lease and bylaws and a monthly management statement to help them apply the course directly to their own situations. The class is limited to board members of cooperatives. Advanced registration is required. A light supper is served in the break. ACTION COMMITTEE FOR REASONABLE REAL ESTATE TAXES

The Action Committee for Reasonable Real Estate Taxes was formed in 1990 to strive for property tax fairness in New York City. It has helped bring awareness of disparities in the city’s tax structure and has helped to implement and extend an abatement program for home owners in cooperatives and condominiums (see page 3). Continuing this ongoing crusade, the Action Committee will meet to review the new assessment figures for fiscal 2010 and will discuss plans to forward progress towards property tax fairness for all New York City taxpayers. There is no fee to attend Action Committee meetings, but reservations are advised. Please make sure that your cooperative or condominium is represented at this meeting. In difficult and uncertain economic times, condominium boards must be ever vigilant in order to detect and solve problems as they arise. Layoffs and unemployment will increase the pressure on condo board to consider the very real possibility that some sponsors and some unit owners will become unable to meet their obligations. In newer, partially sold condominiums, the solution could bring in renters who care less for the building than do its resident owners. What are the legal, financial, management and insurance issues that the Board should bear in mind in difficult times? What happens if a default occurs? How can the Board be proactive and still be compassionate? Attorney Stuart Saft, who chairs the Board of CNYC, will lead a discussion of various default situations where condominium Boards will need to make difficult decisions as they work to uphold the best interest of their condominium. REVIEWING A CO-OP APPLICATION PACKET

No cooperative should ever agree to meet prospective purchasers until it has thoroughly reviewed the application packet and obtained satisfactory answers to any questions that have come up. Attorney Arthur Weinstein will take participants through a typical application for the purchase of shares in a housing cooperative, pointing out warning signs that can crop up in different parts of the application. He will provide guidelines for reviewing financial information and will suggest ‘talking points’ to use when checking references. Space is limited and advanced registration is required. This series gives boards of small buildings tools to meet their challenging responsibilities. It covers virtually every aspect of running a small building, with a constant focus on how to use professionals and vendors to best advantage. Registrants are strongly encouraged to attend all three sessions. The first presents an overview of administrative needs, the second focuses on the physical plant and the third addresses financial responsibilities. IN AN INTERESTING CITYWIDE ELECTION YEAR
At CNYC’s annual meeting, board members have an opportunity to network and to socialize during a buffet supper that begins the evening. CNYC leaders will provide updates on issues of concern, and an election will be held to fill five seats on the Executive Board that sets CNYC policy. Candidates must live in member cooperatives or condominiums and be nominated by their building. There is no cost to attend the Annual Meeting and each CNYC member cooperative or condominium represented will cast one ballot in the election of the 2009 Executive Board. Non-affiliates are also welcome. Every member cooperative and condominium voting at this meeting will earn the right to send a second free person to CNYC’s 29th Annual Housing Conference on Sunday, November 15th, 2009, at Baruch College.
